Everywhere I travel—from Joliet to Belleville, from Moline to Mount Vernon—I meet small business owners who are barely holding on.


They are doing everything right.

They open their doors early.

They work weekends.

They hire local workers.

They serve their communities.


And still—they face:

  • Sky-high startup costs

  • Rising rents and insurance premiums

  • Inflation-driven supply prices

  • Expensive licensing and regulations– Slow permitting and red tape

  • And federal income taxes that hit them before they ever turn a profit


The numbers are stark: One out of every three new small businesses fail within two years. Not because the owners lack drive or good ideas—but because Washington takes too much, too soon.


That’s not how you build a nation. That’s how you crush one.


The Small Business Tax Freedom Plan


A Five-Year Federal Tax Holiday for New Small Businesses

This is one of the boldest economic empowerment policies in America today—and a core pillar of the MAGNA Agenda. Here’s how it works:


1. If you start a business, you pay 0% federal income tax for your first five years.

No gimmicks.

No loopholes.

No special-interest carve-outs.


Just simple, direct relief for the local entrepreneurs who keep America running.


2. Businesses in underserved communities get a 7-year tax holiday.

This includes:– High-poverty ZIP codes– Rural communities in decline– Former manufacturing towns– Urban neighborhoods left behind– Areas with chronic unemployment


If you have the courage to start a business where it’s needed most, you deserve more time to grow.


3. Simple, streamlined paperwork for new entrepreneurs.

The IRS and SBA will create a one-page filing process for qualifying businesses—with support, training, and transparency built in.


4. A Reinvestment Credit for owners who put profits back into their business.

If you buy equipment, hire workers, expand, or upgrade your facility, you can earn credits that apply after your holiday ends.


5. Voluntary state partnerships to cut local red tape.

No federal mandates. But states and counties that want to spark new local growth can opt in to receive federal matching grants.


This is how you rebuild America—one community, one family business, one new idea at a time.


Why This Matters for Illinois

Illinois has lost more than 63,000 small businesses since 2020.We have one of the highest state and local tax burdens in the country. Young families, tradespeople, and entrepreneurs are leaving for states that make it easier to build a life.


Our communities cannot survive without small businesses. Our economy cannot grow without them. And our young workers cannot stay unless opportunity stays with them.


This plan makes Illinois—and America—a place where someone with grit and a good idea can still succeed.


The Stakes

For decades, America has favored big corporations, special interests, and deep-pocketed lobbyists.

But real economic strength comes from:

  • The immigrant family opening a grocery store
